Problems With news updating in Ticker Applets Set 2

Hi

I have installed this ticker and found there is a problem. If I add or update the links in the config file and upload them they dont update on the website unless I go to internet options and delete all files. I can really ask my visitors to do this on return visits just for a nws ticker. has anyone got any advice?
